Since May 1, 2021, people injured in most crashes generally can't sue for pain and suffering unless the driver is convicted of a qualifying Criminal Code offence, such as impaired driving. Most people don't realize this until they are injured.
The only way you can sue a driver is if there was a crime committed under Criminal Code (impaired driving). BUT, receiving a settlement is dependent on if the driver has enough assets to cover it. Also, the victim would have to fork out money for legal fees.
This is a joke, but unfortunately it’s a bit true.

It’s time to push politics and platforms aside. We need to focus on the needs of people who are injured in motor vehicle collisions.
If we are not addressing the root causes that injured victims face, this system will constantly be held together by bandaid solutions.
