Infrastructure update.

Our own dashboard was wrong. It said half of all watch passes were unclean, because it counted the passes from before launch, when the watch was correctly reporting that nothing was deployed yet.

A monitor that punishes itself for honest reporting is measuring the wrong thing. The record now starts at the launch. 21 of 22 clean, and the one that isn't stays on the board.
