A law that was passed by parliament with alacrity in 2 days has not been brought into force for almost 2 months. If there was extreme urgency in passing a legislation without any discussion or consultation, why is the govt not bringing the law into force? Is it because the govt now understands it lacks the institutional capacity to enforce the legislation & the legal & constitutional complexities involved?
