एक दंगा नियंत्रण बल की अवधारणा होनी चाहिए जो हर ऐसे मौकों पर केन्द्र की ओर से त्वरित कार्रवाई कर सके। इनके लिए दंगाई केवल दंगाई होते हैं। पुलिस वाले उसमें नाम-पहचान देख कर स्वयं ही कार्रवाई से पहले सूचना दे कर उसे भगा सकते हैं।
