Instella-MoE has 16B total parameters with only 2.8B active parameters per token. Trained from scratch on AMD Instinct™ MI300X and MI325X GPUs using AMD-Primus and Miles frameworks, Instella-MoE combines a sparsely activated MoE design with architectural innovations such as Gated Multi-head Latent Attention (Gated MLA) and FarSkip-Collective. At its scale, it achieves state-of-the-art performance among fully open models.

#ONGC proudly celebrates the extraordinary journey of Shri Vivek Chandrakant Tongaonkar, Director (Finance), as he marks his superannuation, a moment that signifies the culmination of a legacy built on numbers, nuance, and unwavering financial stewardship.

From the intricate corridors of offshore project finance to the strategic helm of ONGC and its group entities, including MRPL, Shri Tongaonkar charted a path defined by precision, integrity, and quiet authority. An Electrical Engineer and MBA by qualification, he joined ONGC in 1987 and went on to shape the financial backbone of some of the organisation’s most complex operations.

His nearly four-decade-long journey spans offshore construction projects, joint venture finance, corporate accounts, taxation, and strategic financial governance. From handling finance for Panna-Mukta & Tapti JVs to steering financial operations across Assam, Western Onshore Basin, Mumbai High, Corporate Offices, and contributing to group-level financial oversight, he was never just managing accounts, he was enabling decisions that powered ONGC’s growth.

In leadership roles including Chief Offshore Finance, CFO, Chief Corporate Finance, and ultimately Director (Finance), Shri Tongaonkar played a pivotal role in strengthening financial systems, ensuring fiscal discipline, and aligning financial strategy with ONGC’s long-term vision across its ecosystem.

With every balance sheet strengthened, every project enabled, and every system refined, he has left an imprint that goes far beyond designation. He leaves behind not just a function, but a legacy of financial prudence, institutional strength, and enduring trust.

#ONGC salutes Shri Sanjay Kumar Mazumder, Executive Director, on his superannuation after an accomplished career spanning over three and a half decades in service of #India’s #energy sector.

A Mechanical Engineer, Shri Mazumder joined ONGC in 1989 and built a rich and diverse career across offshore production operations, pipeline operations and asset management. His professional journey includes key assignments at Mumbai High, Assam Asset (Geleky), Western Offshore Pipelines, and as Asset Manager for Neelam and Heera fields and Mumbai High fields, where he steered complex operations with precision and responsibility.

He played a pivotal role in process operations and HSE management at the ICP Complex, led pipeline pigging and offshore pipeline operations, and later guided major producing assets as Asset Manager. In his senior leadership roles, including CEO – #ONGCGreen Limited and ED (Special Duty) to Director (Exploration), he contributed to ONGC’s evolving focus on energy transition and strategic growth.

Known for his calm leadership, strong operational grounding, and commitment to safety and efficiency, Shri Mazumder leaves behind a legacy of reliability, discipline, and people-centric leadership.

Visakh Refinery RUF Commissioned | A Global First in Refining

Hindustan Petroleum Corporation Limited @HPCL has successfully commissioned the Residue Upgradation Facility (RUF) at its Visakh Refinery, featuring the world’s first and largest LC-Max unit—a major leap in advanced refining.

With a capacity of 3.55 MMTPA, this LC-Max–based RUF is among the world’s most advanced facilities, enabling ~93% conversion of bottom-of-the-barrel residues into high-value distillates. The unit enhances the refinery’s ability to process heavier and opportunity crudes while improving product quality and overall operational efficiency.

This state-of-the-art facility maximises recovery of high-value products from crude oil with minimal residue generation.

With the deployment of Very Large Ethane Carriers (VLECs) for ethane transportation, ONGC seeks to leverage emerging opportunities in energy logistics, deepen integration across its value chain, and build a strong operational footprint in specialised shipping.
