Cloud IDE is not about 'IDE about in the cloud'. It is about programmable service IN&&FOR cloud and cloud native enterprise. IDE part is incidental, however fanciful it may be!
But then who does not like bells and whistles! I do!

VM provisioning in cloud is incidental. What is required as site reliability engineer, is a means to get that into an automation ensuring workloads above do not run out of capacity or have a means to get it full-filled without a lag or downtime or manual intervention!
