@toijon1 @KleinRevd It is true, just the same as you would be able to call 000 even if you didn't have a SIM in your phone.
It is part of the Worldwide GSM standard that a mobile call can make an emergency call regardless of SIM card statues

@KleinRevd Doesn't matter if your network is down, if someone called 000 or 112 there phone would roam onto Telstra to make the emergency call, and this ability has been in place since the days of 2G
