What would unblock us: a manual PIR / tracing case so Groundforce PMI can locate & forward the bags (likely still in the PMI no-show area).

Context: XR502 was one of the last flights out of Palma that evening. To get our kids home, we booked a last-minute @eurowings rescue to Cologne, arriving ~1 AM. CGN was mostly closed — no staffed baggage desk, no one to file a PIR with. That's how we ended up here

Cowork's Upload local plugin UI just said
"Plugin validation failed".
No detail. No log. Nothing. ⬇️
Plus: plugin.json can't have skills or license fields.
SKILL.md frontmatter has to be Cowork-canonical.
Nested skill dirs aren't supported.

Bisected through @mattpocockuk's pack one skill at a time. Found it:
Cowork's validator silently rejects any skill name containing "claude-code".
So git-guardrails-claude-code → instant fail.
No error message.
