The RNLI has a signed Memorandum of Understanding with HM Coastguard, dated October 1, 2020, Dover Lifeboat Station.
Quote from RNLI's own Director of Lifesaving Operations, John Payne:
"Our close co-operation with our tasking agency in the UK, HM Coastguard."
The document states: "HM Coastguard has responsibility for tasking and coordination of operations."
They admit it. HM Coastguard is their "tasking agency." RNLI is not independent. RNLI takes orders from the state.

SMOKING GUN 2: The Refusal
November 20, 2021. Four days before 27 people drowned in the Channel.
RNLI refused two coastguard requests to rescue a migrant boat. Internal coastguard logs show the boat remained at sea for three hours after RNLI refused.
Quote from RNLI volunteer in official log:
"It's [Border Force] not doing their job. We are volunteers. All their crew is paid to be out, its getting ridiculous."
RNLI was asked to "plug a gap in Border Force coverage." They are backup border enforcement, not independent rescue.

August 2022. UK-flagged lifeboat Aurora rescues 86 migrants in Mediterranean.
HM Coastguard internal log reveals deliberate strategy:
"Potential risk to rep for HMCG if we get too involved."
Order issued: "Do not speak with [the vessel] in meantime if possible. Minimise contact with vessel thereafter. Monitor."
While people drowned, coastguard worried about "political fall-out." Foreign Office briefed. Reputation prioritized over lives.

For every £20 donated by basic rate taxpayer, government contributes £4 via tax relief. For higher rate: £8-9.
