The Town of Hempstead issued roughly 36,000 school bus camera tickets last year in districts that say they never joined the program, according to town records obtained by Newsday.

The tickets were issued in Hempstead, Valley Stream, Baldwin and Lawrence, raising ongoing questions about whether the enforcement effort complies with state and local law. A class-action lawsuit challenging the program remains pending.
