Turkish Maarif Foundation and the Global Attack on Gülen Schools

For nearly a decade, the Turkish government has pursued a campaign of #transnational #repression that reaches far beyond its borders. Schools have become one of its primary targets.

Our new report documents how the Turkish Maarif Foundation (TMV), established just weeks before the 2016 coup attempt, has been used as a state instrument to take over or replace Gülen schools around the world.

The findings are striking.

▶️Since 2016, at least 162 schools in 29 countries have been closed, confiscated or transferred.

▶️131 of them were handed over to TMV, affecting around 7,800 teachers and staff.

▶️In many cases, these actions followed sustained diplomatic pressure and were carried out without transparent legal procedures, effective judicial remedies or compensation for those affected.

Looking at 14 country case studies across Africa, Asia and Latin America, the report shows that these were part of a coordinated international policy of Turkey.

The report also examines these developments through the lens of international criminal law and concludes that there is a reasonable basis to consider whether the documented pattern may amount to the #crime #against #humanity of persecution under Article 7 of the Rome Statute.

3,650 Days of the KHK Regime in #Turkey

July 15 marks 3,650 days since Turkey's post-coup emergency decrees (KHKs).

Overnight, people lost their jobs. Passports were canceled. Bank accounts were frozen. Names were blacklisted. And the consequences have extended beyond individuals , to families, children, and future generations.

"Civil death" is not a metaphor, but a system of 153 legal provisions that has transformed everyday life into a web of punishment in Turkey.

On July 8, AST will examine the ten-year legacy of the KHK regime through the voices of victims, lawyers, and journalists.

Aujourd'hui, mercredi 24 juin 2026, l’avenue de l’Europe s'est transformée en une véritable marée humaine. Près de 5 000 personnes venues de 25 pays européens se sont rassemblées devant la Cour européenne des droits de l'homme (CEDH) pour la 5e Marche pour la Justice.

L'action forte du jour : Une délégation de la Peaceful Actions Platform a officiellement déposé une lettre d'interpellation et des pétitions aux instances dirigeantes du Conseil de l'Europe.

Leur revendication est claire : exiger que l'Europe sorte de son observation passive et applique des mesures de surveillance renforcée envers Ankara. Malgré les condamnations historiques de la CEDH — notamment les arrêts Kavala, Demirtaş, Yalçınkaya et le tout récent arrêt de la Grande Chambre Yasak de mai 2026 —, le système judiciaire turc persiste dans ses violations systémiques.

Au-delà de la situation en Turquie, c’est la crédibilité même de l'architecture juridique européenne qui se joue aujourd'hui sur cette esplanade.
