I strongly recommend that you change the designation of Deputy Commissioner (DC) to District Election Commissioner (DEC) because they are 90% engaged in election jobs.

They do not have any responsibility or accountability for other activities like health, education, and the system.

Don't hesitate to change this name if you are so clear that these commissioners are only for gathering votes from illiterate, intoxicated, and religious mobs.
