This prevents you from needing to put points into constitution in order to use HM, which would become useless at level 13 either way because HM no longer gets interrupted by damage
That way rangers can focus on Dex and Wis as their two main stats instead of having to triple dip

Here's my pitch for fixing Ranger from the new PHB - add a line to the level 2 feature Favored Enemy:
"When taking damage while concentrating on Hunter's Mark, you may roll to maintain concentration using your Wisdom Modifier instead of Constitution."

Honestly, I love it. The class rebalances and new features all seem fun and fresh, and the rules simplifications will make things easier to manage
