So I gained back access to my second account. Thanks to the support of @FlickrHelp. As I could prove my identity via my other Flickr account (having the same picture on both accounts). Therefore, they changed my email address and reseted the password.

@pfefferle .@dshanske solved my problem. I missed the screen option at the top where you could activate it (response propertises). Still weird why it dissapeared in the first place but now I'm happy :)
