Given that they didn't try to re-sign Jansen, it tells me they're likely going to let Stephenson close and sign a fallback. A healthy rotation goes Kikuchi, Rodriguez, Manoah, Soriano. Much better.

As for the $380 million project, it was approved by Congress under Bush.
