A Chinese military attaché handed a Philippine defense secretary a note rejecting a 2016 legal ruling. He read it out loud to the whole room and took it apart line by line.

At the Seoul Defense Dialogue on September 8, Philippine Defense Secretary Gilberto Teodoro was speaking on a panel about South China Sea coercion when staff handed him a note. It came from a Chinese military attaché in the audience. The note repeated Beijing's usual line: the 2016 Permanent Court of Arbitration ruling, the one that struck down China's nine-dash line claims, is "illegal, null and void" and doesn't count.

Teodoro read it out loud, then responded point by point. When the note said the ruling violated international law, he asked if that meant UNCLOS itself violated international law. When it said China doesn't accept the ruling, he replied flatly: "Of course, because you lost." He also called out how the note was delivered, anonymously, mid-panel, in front of the South Korean hosts, saying China had "thrown UNCLOS to the floor and trampled upon it." Switching to Filipino, he added: "mahiya naman kayo" (have some shame).

He said he'd keep the note "as a memento of how desperate China is," and joked he hoped the attaché wouldn't "suffer in a gulag" for passing it. The room applauded.
