The scaling stat (atk/hp/etc), EM, unique DMG buffs (Total dmg, reaction dmg, etc), DEF shred/ignore, etc.
For mua, a weapon with 50 EM, 30% Crit DMG, and 20% HP would be better than a weapon with 90% Crit DMG.
@MOVAtimely It'd be great but I fear it'd after to be long after the archon quest, since Linnea can't really visit Snezhnaya without further awakening her Augury Bird abilities. So we need Vodyanitsa to visit her.
@Unreal_Dreamer I would genuinely be impressed (and a bit concerned) for anyone to come away from the archon quest (and other version content) without loving Vodyanitsa at least

In Snezhnaya, the land of frost and ice, it often takes quite a bit of persuasion to get someone to go to the opera house or theater. On bitterly cold days, most would rather stay by the hearth than traipse across the snow just to catch a performance.
Many, however, make an exception for Odette's ballet performances.
Whenever her name appears on a show publicity poster, the lines start forming at the ticket window. Those standing patiently in line are not there because of her sweet smile, for she almost never smiles at the audience. Nor are they drawn by any warmth in her manner — once the curtain falls, she does not remain onstage for even a second longer. Instead, they have come for the dance performance itself. The instant Odette rises to the tips of her toes, even Snezhnaya's howling winds seem to fall still. Every step she takes is so precise, it takes the breath away from everyone in the theater. To her fans, that cold demeanor of hers only makes her more alluring.
This young lady who has captivated so many onstage is also a member of the Fatui.
Her days are divided between the troupe and the Fatui. Her dance practices begin in the early morning, while her training with the Fatui usually stretches late into the night. Her own practices and urgent missions fill whatever time that remains. In the practice room, she stretches to her limits before rising into dance. At the training grounds, she swiftly moves on to her next task after bringing down her opponents. Day after day, she continues like the dancer of a music box, turning without end, as though she never tires, as though she never needs rest.
A friend once asked her, "Don't you ever get tired, going back and forth like that between ballet performances and the Fatui?"
Odette cocked her head in response, seemingly in thought. Then she gave her answer, one that could not be any plainer: "But I'm already used to it."

A long, long time ago in Snezhnaya, Water Imps dwelled all over the city. Some sang glorious melodies on the stage, while others cheerfully hummed lighthearted tunes through the streets and alleyways. Then there were the others who preferred to slip into the water, where they would lure curious passersby to the water's edge with their haunting, dreamlike songs, only to then suddenly leap up and splash the unsuspecting onlookers full in the face before vanishing, giggling, back beneath the surface with a flick of their tails, leaving their victims floundering between anger and laughter...
But, as time passed, the stages and alleyways of Snezhnaya quietly lost their singers, and the melodies beneath the waters, carried by unseen currents, began flowing soundlessly toward a distant silence. People began to whisper uneasily among themselves, wondering if those haunting songs from the deep might drift away from them forever...
Then, one morning, people learned that Vodyanitsa was still performing on the stage of Korolevskiy Theater, as though the days of old had never faded and the joy of bygone times had remained just as it always had been.
Hardly anyone knew why she stayed — nor did anyone dare ask her to her face, unless they were prepared to never secure another interview with Miss Vodyanitsa ever again.
Maybe, she had stayed on in order not to disappoint the audiences who so adored her singing? Or maybe she was just unwilling to exit that dazzling stage? Or perhaps... there were other reasons significant enough to make her swim against the current, even if it meant bidding farewell to her own kind...
But for Vodyanitsa's audience, delving into the answer to that question is utterly meaningless. The only thing that matters is that they can continue to listen to the captivating voice of the Water Imp.
Of course, if you want to be swept away by her song...
"Standing tickets? Uh, sorry, but we don't sell those here at the theater at the moment... And no, we don't allow our patrons to bring their own chairs either."
"Crack the doors open a little? The draft would leave everyone inside freezing..."
"My apologies, but the theater isn't hiring any day cleaners at the moment!"

@magnetar_cube@Critics_us That's not an issue as it still originated from the Light Realm, same as the normal elemental powers of Teyvat.
As Pierro said, Celestia is very familiar with fighting power from the Light Realm. So it's not a major threat to Celestia.
When will people understand that all tier lists can vary depending on baseline assumptions.
For a low cost tier list monorem obviously loses, but if every character in the tier list is E0S1 in 8 cost teams, yeah they're ranked appropriately.
