POSTPONEMENT OF PRESS CONFERENCE

We regret to inform you that due to the burial of His Majesty Omukama Rukirabashaija Oyo Nyimba Kabamba Iguru Rukidi IV tomorrow, which has been declared a public holiday, we have been advised to postpone our scheduled press conference.

These people have promised to have breakfast, lunch and dinner at the Turkish Embassy on 18th September.
We went on a fact finding visiting in regard to the allegations of continued illegal mining in Kayungwe Subcounty,Kanungu District.
We started with a meeting with the entire district leadership and council where we had the opportunity to sensitise them further on the Mining laws and also offer guidance on compliance of the same.
We briefed them on the several progressive meetings that have been held at Ministry with the different associations and the license holder as well as the steps taken towards formalisation of mining in the area.
We also enlightened them on the misleading actions of the earlier guided on and formed Cooperative that prompted the Ministry to halt using it and drawing back to the associations.
Their concerns were majorly on illegal mining alleged to be fostered by mineral police, licensing, torture and manhandling of locals trying to invade the mine , environmental protection, the use of mercury, sanitation, registration of miners, the ordinances proposed by the district and an MOU to be signed between the district and license holder.
In regard of the above, we guided as follows;
1.We clearly elaborated the existing EL00315 of 236sqkm and
Small Scale License application of 1sqkm
TN/SML/06295 under Shiye Mining Company and the Artisanal area GP00033 of 6.3sqkm that has been Gazetted on the cadastre to be licensed to the different 4 associations that is Greater Rwegyeyo ArtisanalAssociation, Kanungu Artisanal Association, Dondoma Association and Kayungwe Artisanal Association.
2.The ordinances should not contradict with the existing Mining and Minerals Act 2022 and the Ministry also responded to the proposals in writing with specific stipulations of the ACTS associated.
3.We guided that the district can only sign a community development agreement with the license holder at mining stage to carter for social corporate responsibility, as provided for by the law and monitored by the Ministry.
4.We also warned the leaders to refrain from fronting their personal interests in the Mines as contrary to the law.
5.The registration of miners is also done by the Ministry under the Biometric registration system carried out routinely by inspectors for easy tracking, information of which can be shared with the district.
6.We committed to continously support them and guide them together with the local associations throughout the necessary processes pre-requisite to offical opening of the mine.
From the field visit to the mine we provided guidance as follows;
1.The small scale application has since submitted all the necessary documents required for licensing including an ESIA certificate issued by NEMA.
2.The different associations should be supported to continue to complete submission of the requirements for licensing.
3.All ore that is attracting people to the mine should be taken out.
4.The residents should be allowed access to their gardens .
5.All markets and lodging structures within the mining area should be demolished.
6.All pits especially those whose proximity doesn't meet the legal threshold of atleast 100m apart should be closed and back filled.
7.All processing centres around and within the mining area should be closed with immediate effect and only 2 mercury free processing areas that is by the license holder and pearl refineries in the pipeline to be licensed for processing shall be allowed to operate upon resumption of mining.
8.The license holder to construct 20 latrines as appropriately recommended to be adequate for the small scale area.
9.The mineral police officers on site be altered immediately and the license holder to beef up new deployed mineral police with a private security arrangement.
The above should be instituted within a period of 21days in a bid to support and promote responsible sustainable mining upon formal re-opening.
Following our discussions on AI policy and sovereignty, Lord Uday Nagaraju hosted me at the UK Parliament, where I had the opportunity to tour the parliamentary chambers and sit in the House of Lords to observe ongoing proceedings.
During the visit, I also had the pleasure of meeting Shri Eknath Shinde, Deputy Chief Minister of Maharashtra State, India.
Such engagements are important as Uganda continues to build international partnerships that can support our ambition to harness STI as a driver of economic transformation.
Since this morning, we have been monitoring and inspecting various government projects in Butaleja District, together with Hon. Eng. John Bosco Waluswaka, Woman Member of Parliament Hon. Sarah Logose, the LC5 Chairman, several district political leaders, and the entire district security team.
Our focus is to ensure that government programs and resources reach the intended beneficiaries and that public funds are protected.
Following the findings from today’s inspection, 10 district staff members will be subjected to investigations over allegations of corruption and other related crimes. Those found culpable will face the law in accordance with due process.
The fight against corruption must continue at every level. Public resources belong to the people, and anyone entrusted with them must be held accountable.
I had a very insightful engagement with Lord Uday Nagaraju in London on Artificial Intelligence, particularly the question of how our nation can build AI sovereignty while ensuring an ethical and responsible approach to its development and deployment.
Our discussion looked at the critical building blocks of the AI ecosystem, chips, energy, data, models, applications, and skills. Of particular importance is the need for Uganda to build the infrastructure and capacity that allows us to retain and harness our own data, progressively develop our own models, and equip our people with the skills to build practical AI applications that respond to our development needs.
We also discussed the importance of ensuring that policymakers understand not only what AI is and the opportunities it presents, but also its wider implications for society, governance and national development.
AI is evolving rapidly, and therefore our national approach cannot be static. As we develop our AI strategy, we must build a framework that can evolve with emerging technologies and opportunities.
Our ambition must be to move our country from being merely a consumer of AI technologies to becoming an active participant in building, governing and deriving value from the AI economy.
This afternoon, together with the STI Secretariat teams from the Industrial Value Chains and Mobility Bureaus, I am engaging Kampala taxi operators, including Stage Committees, Park Management Committees and the Uganda Taxi Operators Forum (UTOF), alongside E-Bus Xpress under Kiira Motors Corporation, on Uganda’s mobility transition.
Kiira Motors Corporation has developed the 7-metre Kayoola EVS, carrying 42 passengers, with franchise, lease-to-own “Kibanja Mpola” over 48 months and lease-to-operate options.
Mayambala Mustafa welcomed the model, noting that the 7-metre bus is within a price range operators could consider, but emphasised that existing taxi drivers, cooperatives and leadership must be involved. Shafik, a taxi operator, similarly proposed that existing drivers and cooperatives be given priority to participate and integrate into the new system.
I reminded the E-Bus Xpress team that behind every taxi operator is a family and a livelihood. As we introduce new mobility technologies, we must map, engage, train and prepare existing operators to participate. Kiira is demonstrating that this technology works; ultimately, we want our taxi operators to become customers and owners of these Ugandan-made mobility solutions.
We shall broaden engagement with taxi leadership, including a visit to the Kiira Motors Corporation vehicle plant, and together with the Minister for Kampala, explore how operators can participate in this transformation and Uganda’s journey towards a US$500 billion economy.
Our mobility transition must carry existing operators along. Technology must work with our people, not against them.

Uganda’s oil era is approaching.
This should force us to have a serious national conversation about how natural-resource wealth is managed.
Do we use oil revenues to consume more today—or invest them to build an economy that can prosper long after the oil is gone?
