In the Kaabong, Napak & Nakapiripirit districts, 374 farmers in 15 groups are growing food with solar irrigation under @WFPInnovation's IGNITE III, earning incomes and feeding communities.

Today, our Country Director @WanjaKaaria met @UN Resident Coordinator @LeonardZulu to discuss the drought in #Karamoja and support for refugees in #Uganda. A coordinated UN, working with @GovUganda, is how we reach families hit hardest, wherever the need is greatest.

When the dry season left Paulina's family short of food and her baby malnourished, cash assistance delivered through @WFP enabled her to procure key ingredients & prepare nutritious porridge that brought her child back to health.

With support from @OCHAFunds, WFP aims to protect 30,000 women & children from malnutrition in Karamoja, #Uganda.

DROUGHT IN KARAMOJA:

Following the Government of Uganda’s declaration of drought in the Karamoja Region, I am visiting the affected communities to witness the situation firsthand & reaffirm @WFP_Uganda commitment to support the Government-led response.

Our @WFP teams in #Kotido & #Moroto are working tirelessly to scale up nutrition support for children and pregnant and breastfeeding women. #WFP also launched & is expanding Anticipatory Action through cash transfers to most vulnerable households, enabling families to better prepare/cope with the impacts of drought & climate shocks before they deepen.

With crop losses exceeding 90% in some areas, urgent action is needed to prevent further deterioration in food security and malnutrition.

I was also honored to meet Hon. Sam Engola, Minister for Relief, Disaster Preparedness and Refugees, alongside Hon. John Baptist Lokii, Minister for Karamoja Affairs, and Hon. Esther Anyakun, State Minister for Karamoja Affairs, who are championing the Government’s response on the ground.

📍 Karamoja | Yesterday, @WFP affirmed its commitment to support the Government's UGX 45bn drought crisis response, which is delivering relief food across the 9 districts of Karamoja.

@WFP Country Director @WanjaKaaria joined Ministers, Hon. @SamEngola, Hon. Dr John Baptist Lokii & Hon. @EstherAnyakun to engage local leaders, signalling increased focus on the shift from handouts to resilience, backed by plans for national grain silos.

Wanja commended the Government's timely response and pledged continued WFP support through our ongoing school feeding, nutrition assistance and social protection programmes, noting women and children are most vulnerable when disasters strike.

📍 Entebbe | On Thursday, Hon. Jacqueline Mbabazi, Minister of State for Elderly Affairs, closed the 3-day National TRANSFORM Training on Shock-Responsive Social Protection, coordinated by @Mglsd_UG with support from @WFP.

Over 360 stakeholders were trained on linking humanitarian response, disaster risk management & social protection — covering shock response, climate crisis & forced displacement.

Hon. Mbabazi confirmed the National Social Protection Policy review is being finalised around a life-cycle approach, and reaffirmed the Government's commitment to a responsive, adaptive and transformative system in #Uganda.

I further thank @KouassiNicole most sincerely for convening the Haiti group of Ambassadors and international partners in a meeting with the @UNODC delegation.

The diplomatic briefing discussed the interconnected challenges of transnational organized crime, insecurity and justice in Haiti, emphasizing immediate security interventions that must be paired with long-term investments in justice, anti-corruption, and border management to secure sustainable peace.

Partners highlighted value of the Gang Suppression Force as well as the imperative to strengthen national institutions in order to guarantee sustainability. Further, they underscored the need for coordinated regional action and sustained international support to disrupt illicit trafficking across the Caribbean.

UNODC stands ready to continue to work with Haiti and international partners to address these challenges together.

The opportunity to exchange views with key bilateral and multilateral stakeholders was invaluable in forging a common understanding of Haiti’s priorities and the support required to address the country’s interconnected security, governance and development challenges.

I commend the Ambassadors and representatives for their evident commitment to Haiti as well as their governments’ support to Haiti and the UN entities working on Haiti. UNODC will play its part within this cooperative framework.

This morning, I had the honour of briefing the @UN Security Council and presenting @UNODC’s 11th report on the situation in Haiti.

The report documents a significant shift in trends: armed gangs are tightening their grip on Haiti’s institutions and economic lifelines, steadily replacing the authority of the State and holding both the government and communities hostage.

This is no longer only a security crisis; it is increasingly a governance crisis driven by organized crime, with profound humanitarian, political and development consequences.

Prior to tabling the report, I undertook a mission to Haiti and the Dominican Republic to have a first hand sense of the state of play.

The path to peace requires action on several fronts: meeting urgent needs today, including provision of security, while building the capacity of institutions that can secure tomorrow, such as the criminal justice system in order to restore the rule of law and prevent the entrenchment of organized criminal networks.

That means helping Haitian authorities to reclaim key territory, dismantle the criminal economies fuelling the violence, strengthen border management and regional cooperation, and restore trust between citizens and the State.

Only by tackling both the symptoms and the root causes of the crisis can we help Haiti build lasting peace, security and the rule of law. UNODC is at the forefront to offer tangible solutions and calls on Caribbean states and the rest of the international community to offer political support and the necessary resources to stabilize Haiti, protect its citizens, restore the livelihoods of its population, and return it to a constitutional dispensation.

I thank my colleague Ms. Nicole Flora Boni Kouassi, Deputy Special Representative of the Secretary-General for the United Nations Integrated Office in Haiti and Resident Coordinator in Haiti, for receiving and facilitating my mission to Haiti.

Our discussion centered on the invaluable role of the @UN system in supporting Haitian-led solutions, as well as the importance of ensuring that security gains are accompanied by strengthened justice institutions, effective judicial processes and coordinated responses to organized crime.

We highlighted the need for comprehensive approaches that address the convergence of criminal threats affecting Haiti and the wider Caribbean, including illicit trafficking, illicit financial flows and border-related challenges, while reinforcing national capacities and regional cooperation. 

Haiti offers enhanced collaborative opportunities between @BINUH_UN and @UNODC, including through the forthcoming Integrated Programme for the Caribbean and dedicated Haiti Strategy, to support criminal justice institutions, anti-corruption efforts, border management, community stabilization and responses to organized crime.

We continue to advocate for a stronger UNODC footprint in Haiti and in mobilizing the partnerships and resources required to advance coordinated, system-wide responses that contribute to sustainable peace, security and resilience in the country.
