Rubio has provided authentic explanation of reasoning today in his press conference.

Iran has continued to build missile, drone, and naval deterence capabilities. In time (the near future) they will be at the point that they will be able to cause so much damage to the US and regional allies, that they will be immune from attack if they proceed to attempt to build a bomb.

The Commander of Iran’s Islamic Revolutionary Guard Corps (IRGC) has stated that the Strait of Hormuz is now closed and Iran will set fire to any ship trying to pass into or out of the Persian Gulf, according to the Iranian state-run Tasnim News Agency.
