The draft 2026/27 Budget and Integrated Development Plan mark the next phase of
Our work. These maintain a fully funded, cash-backed position while increasing capital investment from R2,8 billion to R3,5 billion, a R700 million increase, or 25%.
This is a deliberate shift toward infrastructure-led growth and long-term sustainability.
At the same time, we are reducing reliance on outsourced services and strengthening
internal capacity:
• Water tanker services have been reduced by 79%
• Security services have been reduced by 17%
• Overall contracted services have been reduced by 4,4%
These savings are being redirected into infrastructure, maintenance and building a
capable state.

Over the same period, we’ve grown Metro Police and Law Enforcement deployment by 1263 new officers. ✅

THE EKURHULENI REVOLUTION 🔥
On 11 April 2024, after the chaos & destruction of the EFF, Nkosindiphile Xhaka was elected Mayor of Ekurhuleni. He inherited a bankrupt municipality, looted dry by tender mafias, and an allegedly pro EFF City Manager.
It was a poisoned chalice but he didn’t flinch. With a brilliant CFO, Kagiso Lerutla, by his side, the mayor began an all out clean-up: suspending dozens implicated in corruption, stabilising finances, and fighting the shadow networks that kill to protect tenders.
The turning point? On 29 May 2025, the allegedly compromised City Manager Imogen Mashazi was finally placed on special leave until her compulsory retirement on 1 August 2025. A decision taken by council. With her gone, Lerutla was appointed Acting City Manager, giving Xhaka the space to rebuild.
The results speak for themselves:
✅ R1 BILLION + back in the bank (from empty coffers under the EFF).
✅ Ratings agencies upgrading Ekurhuleni.
✅ The ONLY metro in SA rated “Good” by the Auditor-General on BOTH financials & performance.
Make no mistake: water,
zama zamas illegal connections and a few other issues are still massive challenges. But from the ashes of collapse, green shoots are emerging. The mayor has already started the battles against this.
No media campaigns. No PR stunts. Just work. Just governance. Just delivery.
Even if you don’t support the ANC, we all want South Africa to work and we should all support leaders like this.
