@chris_sutton73 @Record_Sport Everyone involved is an embarrassment. Solution is simple: clubs must offer a minimum of 5% capacity to the opponent (unless opponent agrees to smaller number). If they fail to do so home team pays face value of entire 5% allocation to the away team and same again to the league.

@SavLocal @DAaronovitch Same deal in Finland, although turnout was 72% for GE last year, 71%/67% for 1st/2nd round presidential election this year and 42% for European election. Also if you're eligible to vote here you're automatically added to the electoral register (assume same in Sweden).
