The commanding officer refused to publish those orders so the 3 star had someone without any authority published those orders. They were illegal and Graham was told 3 different times it was illegal for him to travel on active duty orders as a sitting Senator to the AOR as a PIRR member. He didn’t give a shit about the pressure he put on the 3 star or the commander who refused to cave under the pressure.
