@KirstyWildNZ @peterbayley Performance should be evaluated against constraints. Funding and RMA pop to mind. Underperformance might be correlated with structural reward,but it’s not the cause. Start point is putting a $ value on all the things AT “should” do. Let’s see how many vote for more tax/funding 🙂
