The added "duty of care" standard would force websites to identify minors to avoid legal risk, pushing the internet toward ID checks, facial scans, mass age-gating, excessive data collection and censorship FOR EVERYONE.

The good news: the SCREEN Act failed to advance today. It's delayed however, not dead.

Next comes a full Senate vote, followed by a House-Senate fight. Contact your senators NOW: vote NO on S.1748, remove the "duty of care", and reject mass surveillance disguised as child protection.

🚨 UPDATE: Senate Commerce markup on the Surveillance Slate:

✅ S. 1748 (KOSA) — PASSED (unanimous)
The harder version with the full “duty of care” standard. This is not a watered-down compromise. Blackburn said the House version is a "nonstarter".

✅ S. 4199 (Youth AI Privacy Act) — PASSED

✅ S. 4407 (CHATBOT Act) — PASSED
Uses existing COPPA consent rules, but still creates strong incentives to age-sort users at scale.

✅ S. 5171 (Children’s AI Toy Safety Act) — PASSED

❌ S. 737 (SCREEN Act) — Did not advance
