no different than any actual state. states can choose their electors however they want. If the amendment isn't changed, congress could theoretically create legislation that just leaves the votes unpledged to any candidate.

congress has already established authority to redraw the boundaries. they did for the retrocession. legally it's up to Congress to make a new constitutional amendment to prohibit or alter the 23rd
