@gilb_eee @Andre20666 Most of the time, things are peaceful. Silo 18 had rebellions every 20 years, but then went 140 years without one. So emergencies involving all the Silos would have been very few and far between.

@gilb_eee @Andre20666 Per Stensen was in cryo stasis, which is why he wasn’t there. The Silo has a clear hierarchy, so the founders don’t need to be awake for things to function. They work in shifts and are only awakened for emergencies, like Daniel was for Silo 17.

@gilb_eee After killing the people of Silo 17, he went back to sleep and didn’t wake up again until 35 years later, during Juliette’s time. Daniel was already familiar with everything by then and had worked with Dr. Victor on several previous occasions.
