Anular las elecciones de Venezuela no tiene sentido. Les explico en detalle lo que sé de Smartmatic y el Centro Carter. Intentaré explicar lo mejor posible, aunque tampoco es tan detallado el proceso por parte de Smartmatic, y veo mucho hablar del QR, pero no cómo usarlo.
