In 1974, Gough Whitlam introduced free university for all Australian citizens. In 1989, Bob Hawke introduced an annual flat fee of $1800 per student, because of unexpected surges in enrolments. In 1993, Howard basically ended free university, by introducing a 30% co-payment. I reckon we have the wealth: university should be free for all.
