But from the keepers point of view they gamble. Even if they prepare for each taker they gamble it will be that way. Go the right way, they might save it, dont and its 9/10 a goal.
@Caydryc@alieltumi The biggest was the pass back rule. It wasn't introduced until 1992, but came about due to criticism after the low scoring WC in 1990.
But also 3 points for a win instead of 2 & offside rule was amended.

Qualifying already factors in seeding to give the "better" teams the best chance.
