whats the point to make event but make if for players 30lvl only+?

@selfmade_LoL Yeah this! I was having in my ranked game guy who was trolling. He lost 60 games droped from diamond to plat4 and still trolling he is in gold atm.
Something like this should be perma bann because he is doing it intencionaly but so far he is trolling without any punishment..
