Crime rate is a measure of how likely you are to experience crime in two different locations. I can live in Mecklenburg which has more total homicides (bad) but it's 5x less likely for me to get murdered (very good!!) than in Montgomery.

The very obvious policy positions are:
1. A well-trained and staffed police
2. Better mental health intervention and treatment
3. Treatment for drug users
4. Remove guns from dangerous people

All of these policies have to be passed by the General Assembly who have failed NC for years. They failed to pass a real budget for three years (leading to understaffed police) and they failed to address the core issues of violent crime in Iryna's Law including the very reason Iryna Zarutska was killed (he was schizophrenic and certifiably insane, hence why he can't stand trial).
