NiMet DG Anosike Pays Working Visit to Directorate of General Meteorology, Morocco

At the sidelines of the ongoing United Nations Systematic Observation Financing Facility (SOFF) workshop for Peer Advisors and Implementing Entities in Casablanca, the Director General/Chief Executive Officer (DG/CEO) of the Nigerian Meteorological Agency (NiMet) and the Permanent Representative (PR) of Nigeria with the World Meteorological Organisation (WMO) held a bilateral meeting with his counterpart from the Kingdom of Morocco, Mohammed Dkhissi, during a courtesy visit and a guided tour of the Directorate of General Meteorology.

The discussion centered on stronger joint collaboration in support of AI-based weather forecasting and early warning for all.

Mohammed Dkhissi and Prof. Anosike agreed to draft a Memorandum of Understanding and establish a framework to foster mutual support in the implementation of the WMO Integrated Global Observing System (WIGOS) Centre in Abuja, Nigeria; exchange of expertise and support in the implementation of an instrument calibration centre in Abuja; exchange of expertise and solutions in data management and Information and Communication Technology (ICT) between both countries; exchange of expertise in education and training, especially for instructors in French and English to promote a wider audience in the training institutions of both organisations; exchange of ideas and expertise in NiMet’s model of Agricultural Meteorology and associated stakeholders’ engagements; learning from NiMet’s experiences in the implementation of its SOFF Peer Advisory Services; and exchange of expertise in Numerical Weather Prediction and integration of Artificial Intelligence (AI) in numerical modelling.

While acknowledging the already existing cordial relationship between both organisations, which has seen Morocco supporting Nigeria in meteorological data exchange, participation in NiMet’s Stakeholders’ Engagement Forum, and Nigeria’s participation in ClimAfrica hosted by Morocco, both parties pledged to continue this tie with effective participation in future events of both parties, including cost recovery drives for climate resilience and sustainability of both organisations.

NiMet and Adamawa State University Forge Strategic Climate Partnership

The Nigerian Meteorological Agency (NiMet) and Adamawa State University have signed a Memorandum of Understanding (MoU) designed to strengthen the timely delivery of early warnings and promote targeted research in climatology and climate change. This partnership aims not only to enhance the accuracy and speed of early warnings—such as real-time weather alerts and seasonal forecasts tailored for local farmers and communities in Adamawa State—but also to support the creation of specialized training programs for students and practitioners, and the publication of joint research findings that address region-specific climate challenges.

In his remarks, NiMet Director-General/CEO, Prof. Charles Anosike, emphasized the need for tertiary institutions to work closely with the agency on research and the effective dissemination of early warnings. He noted that, in line with the UN’s “Early Warning for All 2027” initiative, such collaborations are critical to strengthening food security, protecting lives and property, and building local resilience to extreme weather events. Prof. Anosike highlighted specific areas of focus for the partnership, including climate data analysis, drought and flood monitoring, and the integration of climate science into community-based disaster preparedness.

Building on this vision, Prof. Augustine Clement, Vice-Chancellor of Adamawa State University, expressed his commitment to fostering collaboration and knowledge exchange. He assured NiMet that the university would actively engage in projects such as co-developing educational workshops, curating climate research internships, and supporting community outreach programs that translate scientific findings into practical guidance for the public and policymakers in the state.

This partnership underscores the vital role of academic–agency cooperation in advancing Nigeria’s capacity to anticipate, respond to, and mitigate the impacts of climate change.

The Director General/ CEO of the Nigerian Meteorological Agency (NiMet), Professor Charles Anosike, has called for stronger partnerships to ensure that weather and climate information translates into proactive decisions that safeguard lives, protect investments, and build a climate resilient Nigeria.

He made the call in his keynote address at NiMet’s two-day Stakeholders’ Engagement Forum held at the Admiralty Event and Conference Centre, Victoria Island, Lagos. The forum, themed “Early Warnings: Raising Awareness on Climate Risks and Promoting Early Action”, brought together participants from government, private sector, academia, development partners, and civil society.
In his remarks, Prof. Anosike explained that the forum was designed to foster dialogue, collaborations and address gaps regarding the reach, comprehension, and application of NiMet’s products and services. “Early warnings must not end with forecasts alone; they must inspire understanding and drive decisive action,” he said.

Highlighting NiMet’s achievements, Prof. Anosike pointed to the Seasonal Climate Prediction (SCP), a flagship product that helps farmers and other users plan around rainfall patterns, dry spells, and temperature forecasts. He explained that the SCP is translated into major Nigerian languages and widely disseminated to support climate-smart decisions.
He noted that to promote aviation safety, NiMet had embraced digital innovation, including the deployment of the Electronic Flight Folder (e-Flight Folder) to provide pilots with real-time weather updates. He also disclosed that major Nigerian airports have been certified under the Agency’s ISO quality management system, with more certifications underway.

Prof. Anosike emphasized NiMet’s growing role in the marine and blue economy sector, where the Agency now provides daily marine forecasts in partnership with NIMASA and other institutions. “Just as we have built trust and reliability in aviation, we are working to replicate the same impact in Nigeria’s marine sector,” he stated.

Affirming the role of collaborations, Prof. Anosike said “It is important to clearly state that we cannot do this alone. Whatever we have done or achieved, we have done so with the active collaborations, partnerships and support from our stakeholders, cutting across government and non-governmental, local and international”.

Echoing this call, Inna Binta Audu, Special Assistant to the President on Humanitarian Affairs and Dev. Partners, in her goodwill message commended NiMet for “putting knowledge into action.” She stressed that in a country where climate extremes directly affect livelihoods, NiMet’s efforts to connect forecasts with decision-making stand out as lifesaving. She added that stakeholder engagement forums like this are not just conversations, but bridges that link government policies, humanitarian response, and community resilience.

Similarly, Naoni Nabl, Director of Observation System, Moroccan General Directorate of Meteorology, representing the Permanent Rep of the Kingdom of Morocco with WMO, praised NiMet’s leadership in strengthening Africa’s voice in climate services. He noted that stakeholder engagement is the heartbeat of effective early warning systems and emphasized that “NiMet’s model of inclusive dialogue is a template for how meteorological agencies can translate science into solutions.”
Mr. Bernard Edward Gomez, Rep of WMO in North, Central and West Africa, representing the Secretary General of WMO, alluded to the authoritative voice of National Weather Services like NiMet and its relevance in Multisectoral climate resilience for socioeconomic benefits.
The two-day forum features panel discussions, product exhibitions, and interactive sessions showcasing NiMet’s services and innovations. It underscores the Agency’s commitment to advancing early warning systems and promoting a climate-resilient Nigeria.

NiMet DG Anosike Advocates Climate-Smart PPP at IFAD Workshop

The Director-General/CEO of the Nigerian Meteorological Agency (NiMet) and Permanent Representative of Nigeria with WMO, Professor Charles Anosike, on Monday 25th August 2025, delivered an opening remarks at the Best Practice Workshop on Public-Private Partnership for Climate Information Services & Validation of the Climate-Smart Agribusiness Partnership for Resilience (CSAPR) Programme in Abuja.

Commending IFAD and the Federal Ministry of Agriculture and Food Security for convening the workshop, Prof. Anosike emphasized:
“Climate Smart Public Private Partnership (PPP) is critical in this era of Climate Change to enable integration of climate related risks into agro infrastructure development. This can be achieved by embedding climate data and adaptation, mitigation measures into project design to ensure long term stability.”

He expressed his gratitude to IFAD's country director Mrs Dede Ekoue for the commitment and efforts in sustaining NiMet’s long-standing collaboration with IFAD through projects such as LIFE-ND, VCDP, and SAPZ

Professor Anosike drew attention to NiMet's feats in Climate Services, the recent launch of Enhancing National Climate Services (ENACTS) Maproom, a powerful tool designed to accelerate access to climate information in Nigeria, especially for those involved in agribusiness. The Maproom provides real-time weather forecasts, historical climate data and tailored advisories to support farmers in making informed decisions about planting and harvesting, thereby promoting resilience and productivity. Underscoring the workshop’s objective, he added:
“In line with the objective of this workshop today - to build a common understanding of best practices for Public-Private Partnerships (PPP) in Climate Information Services (CIS)- NiMet is actively engaging with private sector practitioners across the CIS value Chain to establish sustainable Digital Climate Advisory Services (DCAS) for Small-holder farmers in Nigeria. These efforts are designed to deliver timely and accurate climate information, enabling small holder farmers to make informed decisions that improve crop yields, protect their livelihoods, and strengthen resilience to the impacts of climate change.”

Mrs. Dede Ekoue, IFAD Country Director , during her remarks applauded the exemplary leadership of the Nigeria Meteorological Agency (NiMet). “NiMet’s work in generating and disseminating climate data and forecasts, NiMet has been at the forefront of safeguarding livelihoods and strengthening national resilience. The Agency’s role in forging stronger linkages between science, policy, and practice is indispensable. Going forward, deeper partnerships with the private sector and development actors will be critical in ensuring that climate information is not only generated but also translated into accessible, affordable, and actionable services for millions of smallholder farmers” she said.
