Harrington on truck driver on I-35W investigation: Officials decided to close highways earlier and they started process of shutting down entrance ramps. Driver was already on I-94 and turned onto I-35 before we got barricades or trucks to block off his access. No fuel in tank.

Harrington: Driver was speeding. Panicked and slammed on brakes. Vehicle slid. No information that makes it seem like this was an intentional attack. Didn't go around barricades to get to the protest.
