CLARITY Act Gains Momentum With NOBLE Endorsement
The National Organization of Black Law Enforcement Executives has endorsed the CLARITY Act, becoming the first major law enforcement organization to support the bill.
The legislation includes the Blockchain Regulatory Certainty Act, which seeks to clarify rules for non custodial developers and blockchain infrastructure providers.
The CLARITY Act has passed the House and cleared the Senate Banking Committee. It now awaits a full Senate vote.

🚨NEWS: The National Organization of Black Law Enforcement Executives (NOBLE) has endorsed the Clarity Act, becoming the first major law enforcement organization to publicly support the legislation, which includes the Blockchain Regulatory Certainty Act (BRCA).
In a letter to Senate leaders, @noblenatl says the bill “contains several provisions that would provide law enforcement with meaningful new capabilities while preserving longstanding criminal enforcement authorities.”
Responding to concerns raised by other law enforcement groups, NOBLE adds that the legislation “does not alter the longstanding federal criminal authorities that investigators and prosecutors rely upon every day,” including statutes governing money laundering and unlicensed money transmitting businesses.
When I posted almost one year ago the amount of XRP in escrow was just under 36%. Almost one year later it is now below 32.5%, which is not surprising given that ripple does not re-lock about 300 XRP million per month. What is surprising is how many people lazily post that the amount of XRP locked in escrow is 35% or 40% or total supply. If the trend continues, there will be less than 29% in escrow next July. Some Bitcoin maxis still think it is over 50%.

Last year, July 17, 2025 the US House passed the Clarity Act by a bipartisan vote of 294-134. ✅️
The Clarity Act has 16+ illicit finance safeguards, not loopholes:
✅ Sec 201: BSA/AML applies to crypto
✅ Sec 303: new sanctions to hit Iran
✅ Sec 305: exchanges can freeze dirty money
If you don’t like crypto, then say it, but stop these baseless attacks.

BlackRock's Joseph Chalom just put the odds at sub-50% for that deadline, but stays optimistic it lands by year-end if not before August recess.
His sharper point: if the US stalls, Asia won't wait. He's been to Korea and Hong Kong 4x in 9 months and expects local regulators there to pass their own frameworks first, possibly leapfrogging the US.
