The difference here seems to be the Target worker felt supported by her employer to speak up for her safety, while restaurant workers get the shaft

@snomunkee Also I think the rich assholes in the rest of the state have blocked programs and funding that alleviate homelessness and support people experiencing it, so many PEH gave been pushed to SF where those programs still exist snd now are completely overwhelmed
