Update: she is dying again. If she gets a move on with the dying, she gets to stay in hospice. If she stabilises on the way down, we'll be looking for a hospital-level rest home bed. Two person assist 24/7 for an indeterminate period isn't possible at home.
Observations as my Mum spends time in hospital and hospice: there are magic thresholds, you must collect special tokens via birth, luck and advocacy to cross. Eg in ED waiting room you are total scum, in ED your needs are valid even if you must still wait.
Because Mum is now not dying our next move is likely to be back to hospital. Health system thresholds are not there by accident - they are designed in, with all their biases embedded like the rebar in their concrete.
New Zealand government regards patient transfers by ambulance as 'private hire' so doesn't pay anything towards the cost. Someone in the Ministry of Health thinks Mum could just call an Uber?
Hospice focus on quality of life enabled the doctors to look at Mum's situation differently and they concluded that she is not actually dying right now.
In hospital, it is handy if your medical team changes as that might prompt a fresh look at the evidence, but patients and their families have zero control over that.
In hospital a SMO will tell you to hurry up and finish what you are saying because he has 4 other patients still to see. In hospice every staff member will listen to your story.
