I think this might be called a Scapular Plane Raise. But it is a movement I have been using to hit the Traps.
I add a little body english and focus on retractig the scapula and shrugging during the movement. I feel the traps more fully.

Back Extensions
Nice stretch on the hammer, keeps the lower back strong, and develops the glutes.
Do not round the lower back. Keep in neutral position. Focus on hinging at the hips.
