Pourtant, lui-même, il affirme, à propos de l’Iran, qui n’a jamais cherché à se doter de l’arme nucléaire : « L’Iran ne doit jamais posséder l’arme nucléaire. Ni aujourd’hui, ni dans cinq ans, ni dans dix ans. Jamais. »

La question n’est pas de savoir pourquoi la France dispose d’une force de dissuasion nucléaire. La véritable question est de savoir pourquoi une logique qui garantit, aux yeux de la France, sa sécurité et sa liberté devient soudain une « menace » lorsqu’il s’agit de l’Iran, y compris lorsqu’on parle d’un programme nucléaire civil, pacifique et soumis à la surveillance internationale.

La dure réalité est la suivante : ils ne veulent pas la paix pour tous. Ils veulent conserver le monopole de la puissance qui inspire la crainte et celui de la légitimité à intimider. Ils entendent rester eux-mêmes puissants, dotés de l’arme nucléaire et, bien sûr, redoutables, tout en imposant des restrictions aux autres — y compris aux pays qui cherchent simplement à exploiter l’énergie nucléaire à des fins pacifiques — en brandissant le spectre d’une prétendue « menace nucléaire ».

Une paix dans laquelle les puissances nucléaires considèrent leurs propres armes comme les garantes de leur liberté et de leur sécurité, mais qualifient de menace la même logique lorsqu’elle est invoquée par d’autres, n’est pas une véritable paix. C’est un monopole de la puissance fondé sur un sentiment de supériorité.

Un ordre international qui ne reconnaît pas à tous le droit à la sécurité et à la paix, encourage davantage la domination d’un cercle restreint de puissances qu’il ne protège la paix elle-même..
