I think you're confusing privacy with complete immunity from the law.
Telegram has never promised to reject every single request from law enforcement.
Pavel Durov himself confirmed that Telegram has been able to disclose IP addresses and phone numbers in response to valid legal requests since 2018.
But there's a huge difference between blindly handing over user data and reviewing legitimate legal requests involving suspected criminal activity that violates Telegram's rules.
Telegram was built to protect people's privacy and freedom, not to give criminals a free pass.

These are two completely different things.
