Deeds record ownership on title. Liens, easements, and other encumbrances are recorded on title as well as they affect ownership.
Occupancy is determined mainly for property tax exemptions. Two different databases. And occupancy may or may not be accurate depending on the owner reporting.

Landowners know this.
