Try selecting Ultimate Performance power plan and use these steam launcher options

@feIies I had a similar issue yesterday. What fixed it for me was deleting the entire Respawn folder, updating my NVIDIA driver to v610.62 (newest), and clearing the NVIDIA shader cache. That forced Apex to rebuild all of its shaders from scratch. Have you tried any of those steps yet?
