From August 24 to 27, 2026, the 2026 China–Russia Joint Emergency Drill on Cross-Border Infectious Disease Outbreaks was held in Fuyuan City. Chen Lei, Deputy Director-General of the Emergency Response Department of China’s National Administration of Disease Control and Prevention, attended and delivered concluding remarks. Also present and speaking were Fang Qingwei, Deputy Director of the Heilongjiang Provincial Health Commission, First-Level Inspector, and Director of the provincial disease control bureau; He Dahai, member of the Standing Committee of the Jiamusi Municipal Party Committee and Party Secretary of Fuyuan City; and Sergei Balakhonov, Director of the Irkutsk Anti-Plague Research Institute under the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.

And then came reports of a suspected pneumonic plague outbreak in Russia.
