"AN eye for an eye cannot be an organizing principle for relations between 2 nations. Genuine dialogue cannot take place under threat. Productive relations between nations cannot mean we must look the other way when its laws are violated and our willingness to keep diplomatic channels open should never be mistaken for a willingness to bargain away our duty to protect our country. That is ultimately what sovereignty asked of us, that we govern our country according to our law, protect our people according to our values and deal with the world with both an open hand and a steady spine."
