I am expressing deep concern over the July 10 video by a China-based media outlet depicting Filipinos as monkeys in connection with the 2016 Arbitral Award.

Freedom of expression, even in political disputes, is not a license to dehumanize people. Racism has no place in any society that values truth and civility.

I am calling for a return to intelligent, respectful dialogue among all parties, urging media and institutions to exercise greater circumspection and refrain from producing or circulating such materials in the future.

Disagreements between nations should sharpen our reasoning, not our prejudices. We call on all sides to be more circumspect and to choose dialogue over derision.

In a free society, mass media and communications platforms carry a social responsibility to uphold truth and civility in public discourse.

Mark Vinluan, kinumpirma ni National Bureau of Investigation (NBI) Regional Director Jeremy Lotoc na sumunod ang ahensiya sa direktiba ng Department of Justice (DOJ) sa pagsasagawa ng imbestigasyon sa pagbabanta ni Vice President Sara Duterte sa buhay ni President Ferdinand Marcos Jr.

Ayon kay Lotoc, may kapangyarihan ang DOJ, sa ilalim ng Republic Act No. 10867, na atasan ang NBI na magsagawa ng imbestigasyon kapag kinakailangan, o kung para ito sa interes ng publiko.

Senator-judge Vicente "Tito" Sotto III sought to clarify the specific charges against Vice President Sara Duterte, particularly regarding the allegation of grave threats.

"Naliligaw doon sa discussion of grave threats and inciting to sedition. Diba regular courts naka-charge 'yun, Mr. Witness?" Sotto asked NBI BARMM regional director Atty. Jeremy Lotoc, the prosecution's second witness.

"As far as the NBI Cybercrime Division is concerned, wala pa ho sa court. Nasa preliminary investigation pa lang," Lotoc replied.

The senator-judge said that he clarified the charges filed before the impeachment court to help the public understand the trial.

"Pero sa regular courts 'yun finifile diba? Ang naka-file dito sa impeachment court ay betrayal of public trust diba? Tsaka other high crimes? Hindi grave threats at inciting to sedition?
