So, @DougDeMuro:
1. track temp affects handling. Hotter -> greasier
2. Radiant energy from the sun affects track temp
3. Clouds can block sun's energy
4. Maybe @McLarenAuto mean by "Cloudy" that part of the track might be hot while other parts are cooler. Overcast = uniform.
