The whole of the ball needs to cross the whole of the line for it to be a goal, a throw in, whatever. The line is a part of the area it marks and any part of the ball over the line puts it in that area.

In a system of NGO’s our elected politicians are powerless; until they regain control we will never improve. The EU is similarly failing its people. Government by bureaucrat does not work.
