Adding some context to this because, while there is no evidence that this white paper is specifically related to Papergames or Valko, the organizations involved DO have established connections to Papergames.
On August 27, Dacheng Shanghai held a press conference for its new white paper on corporate reputation governance and crisis response, with the event guided by the Shanghai Internet Industry Federation and jointly organized by the Federation’s Legal Professional Committee and Dacheng Shanghai.

The topics discussed are particularly interesting.
According to the Federation’s report, speakers discussed increasingly complex online reputation risks faced by companies, including corporate rumors, organized/industrialized online activity, AI-generated misinformation and disputes framed around consumer rights (sounding familiar?👀👀).
A Shanghai cyber-police representative discussed different forms of corporate rumors and recommended that companies establish comprehensive public-opinion response mechanisms.
Legal experts also emphasized coordination between PR and legal teams, while warning companies that excessive legal action can itself damage corporate image and cause a secondary public-opinion crisis.
One speaker specifically argued that companies should distinguish between “negative impact” and “illegal infringement” to avoid excessive rights enforcement.
So where does Papergames come into this?
Papergames has an ESTABLISHED RELATIONSHIP with the same Shanghai Internet Industry Federation.
In 2024, the Federation hosted the China-Foreign Network Culture Exchange and Innovative Communication Conference. Papergames co-founder and COO Yao Fei (❗️) was one of its featured speakers, giving a keynote on Chinese games expanding internationally (we know how well that’s going for them in 2026 lol).

This was not simply an event Papergames happened to attend. It was hosted by the Shanghai Internet Industry Federation, with guidance from the Shanghai Cyberspace Administration and other Shanghai institutions.

The relationship continued beyond that.
In 2025, Papergames joined miHoYo, Lilith, Hypergryph, Bilibili and other companies and industry organizations in establishing Shanghai’s first collaborative mechanism specifically for protecting online-game intellectual property.
One of the organizations involved in establishing that mechanism was, again, the Shanghai Internet Industry Federation.

So why am I bringing this up now?
As we all know, Papergames is currently dealing with an unusually prolonged reputational dispute surrounding Ao Yin/Valko.
It has continued for almost two months, spread internationally, produced sustained boycott activity and is now highly visible around Gamescom through airport advertising, advertising trucks, city screens and organized fan activity (this is all us, WE did that🥳)
At the same time, an industry organization with which Papergames has established ties is ACTIVELY working with lawyers, cyber-police and other specialists on corporate reputation governance, online public opinion and crisis response.
That does not mean this white paper was created because of Papergames or the Valko/Ao Yin situation, obviously. In fact there is currently no evidence that Papergames contributed to it, attended the August 27 event, is represented by Dacheng, or that Valko was discussed at the conference.
But the institutional overlap is real, and I think it provides useful context for understanding the ENVIRONMENT Papergames is operating within!
