The market fundamentally misunderstands the role and functionality of open-weights models (MS).

Historically, open-weights models tend to be smaller (in number of total parameters), faster, and more cost-efficient; as such, the wider audience came to expect these models to be of "lower quality" or "light" versions of the higher-parameter frontier models (known as closed-weight models).

The difference between open-weights (or open-weight) models and closed weight models has nothing to do with the number of active parameters, overall cost, or efficiency. The distinction between the two relates to how users pay and/or interact with the models: open-source models are 1) free to access, as opposed to gated by subscriptions, 2) able to be trained and tuned (weights are "open" or able to be changed), as opposed to be the same for every user (weights are "closed"), and 3) give ultimate deployment flexibility, as it can be run on-prem, in the cloud, or through an API (either model creator's API, hosted service like AWS Bedrock, or self-hosted API; outlined in Exhibit 2).

Closed-weight models, alternately, can either be accessed directly from a model provider (the user pays a licensing fee, like a subscription, for access, and a token cost that serves as a proxy for GPU usage) or through a cloud provider should PII be a concern.

This is a huge story: Samsung and SK Hynix, both massive South Korean tech conglomerates, are studying replacing U.S. chip-making machinery with Chinese equivalents in their China factories, because they're worried the U.S. might tighten export controls in a way that'd render their U.S. machinery unusable.

Very concretely, it means that if those companies were pressured by the US to abandon their Chinese facilities, they'd rather switch to fully Chinese indigenous mode than comply.

Which makes sense: for both these companies, China is both their factory floor and their customer. About 40% of Samsung's NAND and 30–45% of SK Hynix's memory output comes from Chinese fabs. If the US forces that kind of choice, it won't get the answer it wants.

It also highlights how little trust there now is in the US: the media always mention the so-called "China threat" but, if you follow the money, top firms from supposed "US allies" are clearly more worried about the "US threat" than they are about Beijing.

I love how Krugman, in this article, comes to the right conclusion but with an entirely wrong reasoning: he explains "China winning the Iran war" by Trump, in his view, stupidly squandering American advantages - chief among them the alliance system.

As such Krugman ironically doesn't recognize that there is actually little difference between him and Trump: they both take the hegemonic universalist impulse for granted, they just differ on the tactics.
