2/ Key findings:
- Ineffective leadership & dysfunctional country team
- #Ethiopian govt’s blockade defining characteristic of crisis, but there was no collective action strategy for access/advocacy
- Humanitarian principles (ie. indept, impartiality etc) did not guide response
3/ Aid agencies also failed to redefine engagement w/ govt & compromised indpce:
- The Nov 2020 access agreement lacked ref to humanitarian principles & int'l hum. law & became a “control mechanism for the govt”
- Humanitarian data could only be published following govt approval
4/ Importantly, report highlights how humanitarian country team did not define red lines where aid agencies could not fulfill their mandate. Leading to no response when humanitarian UN and non-UN agency staff were harassed, arbitrarily arrested, detained and tortured
5/ Food insecurity was the main narrative and response. Protection was not prioritized, despite the scale of needs. Report specifically cites the inadequate response to conflict-related sexual violence.
6/ Report outlines Ethiopia specific recs:
- Prioritize the centrality of protection in response;
- Implement structural changes to hum. country team;
- Enhance indpt data gathering/sharing methods
- Ensure any agreement signed w/ warring parties undergoes legal review

It is a disgrace to see such statements from the diplomatic community in Addis Ababa. It is low.
The objective of the Pretoria agreement, as stipulated in article 2/2 is, to restore the constitutional order, that means status quo ante.
That's where they should have focused.
I spoke with the BBC Focus on Africa this evening on the latest developments in the Southern Tigray zone, which are primarily triggered by the failure to uphold the withdrawal of foreign and non-ENDF forces from Tigray region according to the Pretoria agreement for cessation of hostilities.
The lack of the federal government’s commitment to uphold the constitutional order and the brief clashes over the last few days should serve as warning signs to avoid relapse into further violence, especially given the inflammatory statement issued by the Amhara state government earlier today.

Why is this a big deal?
The Ethiopian Gov changed the law back in 2018/2019 and said the hell with the decades of Ethiopia fighting for food safety and social rights to know and choose what to eat.
After leading the charge on safety and regulations for food sovereignty, the new gov of Abiy Ahmed came in and stamped the approval for cultivation of GMO modified/edited crops.
The US sent out many letters of congratulations and literally expressed it jubilation at this because the Ethiopian Environment Agency led by one amazing man, pictured below, Dr. Tewolde Berhan GebreEgziabher (Dr. T)
was finally out of their way. And the big hurdle to pushing this into Ethiopias exploding population and many countries in the Global South was finally silenced.

Everyone should chose what they will eat or not. For me the idea that the food I eat and feed my children may be of tampered/edited/modified seeds (not God made) which look and act like the real thing is simply NOT good. It screams apocalyptic doom. Maybe that’s not the case for you. There are some scientists and biologists who think this opinion is massively exaggerated and have said it’s perfectly safe, but they always end up being direct employees of the corps who study or make these things. And they all have one thing in common, they haven’t lived in the future to tell us how it turned out.
Either way, this is about CHOICE more than anything. You tell me if Teff is being labeled as one or the other in Ethiopia, or if you can pinpoint through the transparency of the EIAR or EEPA where the GMO cultivated seeds are being grown. It requires trust and institutional integrity and lawmakers and regulators who have a record of consistency when it comes to protecting the people. This should raise the alarm.
Then add the idea that Genetically Edited Organisms have achieved to bypass the Genetically Modified label, this introduces new dimensions of regulatory uncertainty that makes the entire international regulation process impossible to manage.

The statement above is from an open letter written Dr. Tewelde Berhan GebreEgziabher in May of 2020.
In it he warns that the permission to cultivate GMOs in Ethiopia violated the biosafety laws agreed upon in Caragena, Columbia - regulations that were agreed on by 170 or so countries and opposed by 5 (which included the U.S.). His concerns and the concerns of so many others was never about immediate safety but that introduction of modified organisms into the ecosystem CANNOT be reversed, and long term impact on health, the environment etc has not been studied.

I had the opportunity to watch the movie #Unholy#ዘይተቐደሰ by @Brinnium in #Calgary on Saturday, March 16, 2016. The film excellently captured both the atrocities committed by perpetrators of the #TigrayGenocide and the resistance of the #Tigray diaspora in being the voice for the voiceless amidst a besieged Tigray.
Apparently due to a lack of resources, Berhane Negussie, the filmmaker undertook multiple roles, serving as the scriptwriter, producer, director, cinematographer, cameraman, editor, and even acting in the film.
Remarkably, his execution of these tasks with exceptional excellence has already resulted in the film being selected for a number of global film festivals.
In his effort to avoid a wholly somber tone, Berhane successfully integrated lighter scenes, resulting in the film evoking a range of emotions in me, including tears, smiles, and even laughter. To cater to his non-Tigrigna speaking audience, he provided English subtitles.
Through #UnholyI, I found the filmmaker's meticulous attention to detail incredibly captivating.
I encourage you not to miss watching this important movie, as it plays a significant role in #accountability and #justice, ensuring that people do not forget the onging plight of the #Tigrayan people and how it has deeply impacted every Tigrayan at the family and personal level.
You are, time and again, proving to be the number 1 enemy of the people of Tigray, you don’t even consider the US brokered Pretoria agreement. Can you pls stay away from Tigray-Ethiopia case after the huge damage you inflicted on our people‼️
This will be very tough - a referendum in Western Tigray/Welkait (where even the name is controversial) has stalled. Given historical dispute, population displacements, etc. holding it now would anger everyone. Maybe Fed Govt should administer for a while.
